The Illinois Department of Transportation (IDOT) has prepared a Draft Demand/Capacity Analysis & Facility Requirements report for the Inaugural Airport Program, South Suburban Airport. This document was submitted and reviewed by the Federal Aviation Administration (FAA). A summary of the report is provided below. The Inaugural Airport Program (IAP) at the South Suburban Airport is being planned to serve at least three (3) separate facets of aeronautical activity including: air passenger, air cargo and general aviation/corporate users. The level of activity expected at SSA for each of these types of aeronautical activity is detailed in the Draft Projections of Aeronautical Activity, which was concurred with by FAA in June 2004.

The draft facility requirements report details the airport facilities required to meet the aeronautical forecasts approved for SSA. Facilities required during the first five years of operation (the IAP) are specified in detail, but facilities for future phases of development are also identified. The report begins by discussing the expected fleet mix and schedule for SSA, and identifies a proposed airport classification for the new airport. The airport classification, termed an Airport Reference Code (ARC), is used to determine the FAA airport planning criteria to which the airport must comply. The proposed ARC for SSA during the IAP is C-IV.

The airfield facilities proposed for the Inaugural Airport Program at SSA include a primary runway (09-27) 9,500 feet in length with a full parallel taxiway system, a passenger terminal with 4 to 12 gates; and, appropriate airport navigational aids, visual aids, air traffic control facilities and ancillary and support facilities.
